Mar gheall ar fhairsinge na gníomhaíochta a bheidh le déanamh, ba cheart don Aontas a áirithiú go ndéanfaí na Caighdeáin Idirnáisiúnta maidir le Sciúradh Airgid agus maidir le Maoiniú Sceimhlitheoireachta agus Maoiniú Leata a Chomhrac a ghlac FATF an 16 Feabhra 2012 agus ar a rinne sé athbhreithniú ansin an 21 Meitheamh 2019 (“Moltaí athbhreithnithe FATF”), agus, go háirithe, Moladh 15 de chuid FATF maidir le teicneolaíochtaí nua, Moladh 16 de chuid FATF maidir le haistrithe de dhroim sreinge, agus na nótaí léirithe athbhreithnithe maidir leis na moltaí sin a chur i bhfeidhm go haonfhoirmeach ar fud an Aontais agus, go háirithe, nach mbeidh aon idirdhealú nó neamhréiteach ann idir íocaíochtaí náisiúnta nó aistrithe sócmhainní fíorúla laistigh de Bhallstát, ar thaobh amháin, agus íocaíochtaí trasteorann nó aistrithe sócmhainní fíorúla trasteorann idir Ballstáit, ar an taobh eile.
By reason of the scale of the action to be undertaken, the Union should ensure that the International Standards on Combating Money Laundering and the Financing of Terrorism and Proliferation adopted by FATF on 16 February 2012 and then revised on 21 June 2019 (the ‘revised FATF Recommendations’), and in particular FATF Recommendation 15 on new technologies, FATF Recommendation 16 on wire transfers and the revised interpretative notes on those recommendations, are applied uniformly throughout the Union and that, in particular, there is no discrimination or discrepancy between, on the one hand, national payments or transfers of virtual assets within a Member State and, on the other, cross-border payments or transfers of virtual assets between Member States.
