    These bye-laws amend the Dublin Traffic and Parking Bye-Laws, 1976 ( S.I. No. 83 of 1976 ) to introduce regulatory provisions for bus lanes, contra-flow bus lanes and pedestrian crossing complex, to extend the control of median strips and redefine grass margin, to extend the control of vehicles parked in unrestricted parking areas on public roads, to provide that clearway controls be extended to include public holiday periods, to introduce a new provision for what are commonly known as "rubble containers" when placed on public roads, and to amend bye-law 17 of S.I. No. 83 of 1976 (the principal bye-laws).

    Where the Minister, having complied with bye-law 6 of these Bye-laws, is satisfied that an applicant for a permit under these Bye-laws is likely to provide a satisfactory hackney service at the airport and that the number of vehicles then providing such a service there is not adequate, he shall issue a permit under these Bye-laws to him.
