In this regard, the Republic of Armenia informed the Commission that COVID-19 vaccination, test and recovery certificates issued by the Republic of Armenia in accordance with the ‘ArMed, national e-health system’ contain the data set out in the Annex to Regulation (EU) 2021/953.

On 30 September 2021, following a request by the Republic of Armenia, the Commission carried out technical tests that demonstrated that the COVID-19 vaccination test and recovery certificates are issued by the Republic of Armenia in accordance with a system, the ‘ArMed, national e-health system’, that is interoperable with the trust framework established by Regulation (EU) 2021/953, and allows for the verification of the authenticity, validity and integrity of the certificates.

WHEREAS the Protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Armenia, of the other part, on a framework Agreement between the European Union and the Republic of Armenia on the general principles for the participation of Armenia in Union programmes, stipulates that the specific terms and conditions regarding the participation of Armenia in each particular programme, in particular the financial contribution payable and reporting and evaluation procedures, are to be determined in a Memorandum of Understanding between the European Commission and the competent authorities of Armenia on the basis of the criteria established by the programmes concerned;

Armenia shall participate in the Horizon Europe Programme in accordance with the conditions laid down in the Protocol to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Armenia, of the other part, on a framework Agreement between the European Union and the Republic of Armenia on the general principles for the participation of Armenia in Union Programmes, and under the terms and conditions set forth in this Agreement, in the legal acts referred to in Article 1 of this Agreement, as well as in any other rules pertaining to the implementation of the Horizon Europe Programme, in their most up to date versions.
