    Member States should support the development of capacity and expertise in election observation, including by supporting training for election observers, drawing on the knowledge shared within the European Cooperation Network on Elections and international standards and best practices, such as the Declaration of principles for international election observation adopted in 2005 at the United Nations, and the standards of the Venice Commission and of the Organization for Security and Cooperation in Europe Office of Democratic Institutions and Human Rights.
