Such notification should include reasons detailing the specific circumstances related to the sections of the core trans-European transport network where time-based user charges are applied.
ciallaíonn ‘croíghréasán tras-Eorpach iompair’ an bonneagar iompair a shainaithnítear i gcomhréir le Caibidil III de Rialachán (AE) Uimh. 1315/2013;
“core trans-European transport network” means the transport infrastructure identified in accordance with Chapter III of Regulation (EU) No 1315/2013;

From 25 March 2030, Member States shall not apply user charges for heavy-duty vehicles on the core trans-European transport network.
Go háirithe, chun oibríochtaí iompair níos glaine agus níos éifeachtúla a chur chun cinn, ba cheart, i bprionsabal, deireadh a chur de réir a chéile le muirir úsáideora ambhunaithe ar an gcroíghréasán tras-Eorpach iompair, ós rud é go bhfuil na nóid agus na naisc is tábhachtaí ó thaobh straitéise de sa ghréasán tras-Eorpach iompair.
In particular, in order to promote cleaner and more efficient transport operations, time-based user charges should, in principle, be gradually phased out on the core trans-European transport network, since that network contains the strategically most important nodes and links in the trans-European transport network.

Following that transitional period, Member States should only have the possibility of applying wholly time-based user charges for heavy-duty vehicles on sections of their core trans-European transport network in duly justified cases.
Na Ballstáit sin a chuireann dolaí i bhfeidhm ar a gcroíghréasán tras-Eorpach iompair nó ar chuid de tráth ar theacht i bhfeidhm na Treorach seo, ba cheart dóibh a bheith in ann córas muirearaithe comhcheangailte a bhunú le haghaidh na bhfeithiclí tromshaothair uile nó le haghaidh cineálacha áirithe feithiclí tromshaothair.
Member States that, at the entry into force of this Directive, apply tolls on their core trans-European transport network or on part of it should be able to establish a combined charging system for all heavy-duty vehicles or for some types of heavy-duty vehicles.

That system would allow the Member States to extend and broaden the implementation of the ‘user pays’ and ‘polluter pays’ principles beyond the tolled network, by applying user charges on those sections of the core trans-European transport network which are not covered by tolls or to some types of heavy-duty vehicles, such as those falling under a specific tonnage, that are not subject to tolls.

By way of derogation from paragraph 10, Member States may apply user charges for heavy-duty vehicles on sections of the core trans-European transport network but only in duly justified cases where applying a toll would:
Maidir leis na Ballstáit sin a chuir dolaí i bhfeidhm ar a gcroíghréasán tras-Eorpach iompair nó ar chuid de, roimh an 24 Márta 2022, féadfaidh siad córas muirearaithe comhcheangailte a bhunú le haghaidh na bhfeithiclí tromshaothair uile nó le haghaidh cineálacha áirithe feithiclí tromshaothair.
Member States that applied tolls on their core trans-European transport network or on part of it, before 24 March 2022, may establish a combined charging system for all heavy-duty vehicles or for some types of heavy-duty vehicles.

In that combined charging system, Member States may, notwithstanding Article 7(10), apply user charges for all heavy-duty vehicles or for some types of heavy-duty vehicles including for some weight categories of heavy-duty vehicles on the core trans-European transport network or parts of it, in accordance with Article 7(4).

Subject to the conditions provided for in Article 7g(1), point (b), and in Article 7g(3) of this Directive, toll rates may, for major projects of the core trans-European transport network, the maps of which are identified in Annex I to Regulation (EU) No 1315/2013, be subject to other forms of variation in order to secure the commercial viability of such projects where they are exposed to direct competition with other modes of transport.
