Over the last decade, the EU has seen anincrease in serious and organised crime as well as morediverse patterns in crime.[3]Europol’s EU Serious and organised crime threat assessment 2013 (SOCTA 2013)found that “serious and organised crime is anincreasingly dynamic and complex phenomenon, and remains a significant threatto the safety and prosperity of the EU.”[4] Thestudy also notes that “the effects of globalisation in society and businesshave also facilitated the emergence of significant new variations in criminalactivity, in which criminal networks exploit legislative loopholes, theinternet, and conditions associated with the economic crisis to generateillicit profits at low risk.”[5] The internet is used to organise andexecute criminal activities, serving as a communication tool, a marketplace, recruiting ground and financial service.
