In the sixth column of that table, setting out animal health guarantees, the entries for Canada, the United Kingdom and its Crown Dependencies of Guernsey and the Isle of Man should be corrected to reflect the animal health guarantees for infection with Brucella abortus, B. melitensis and B. suis and infection with epizootic haemorrhagic disease virus, provided for in the seventh column of the table in Part 1 of Annex II to Implementing Regulation (EU) 2021/404; and the entry for the United Kingdom should be amended as regards recognition by the Union of freedom from infection with bluetongue virus (serotypes 1-24) of that third country.

In addition, requirements related to infection with epizootic haemorrhagic disease virus should more closely follow international standards of the WOAH to provide for the possibility of a vector-free period as an optional and additional risk mitigating measure related to that infection, to ensure safe trade in germinal products of bovine, ovine and caprine animals.

Infection with epizootic haemorrhagic disease virus is listed in the Annex to Commission Implementing Regulation (EU) 2018/1882 as a Category D disease for which measures are needed to prevent it from spreading on account of movements between Member States.

Movement of consignments of certain ungulates susceptible to infection with epizootic haemorrhagic disease virus to a slaughterhouse in another Member State may have a specific risk of spread due to the vector-borne transmission of the disease.

To address the new epidemiological situation as regards infection with epizootic haemorrhagic disease virus while continuing the prevention of its spreading on account of movements between Member States, Delegated Regulation (EU) 2020/688 should be adapted.

This Regulation provides for two new risk-mitigating measures: the establishment of zones seasonally free from infection with epizootic haemorrhagic disease and the use of vector protected establishments, that are applicable to the movements from areas surrounding outbreaks of infection with epizootic haemorrhagic disease virus.

Operators of slaughterhouses shall ensure that animals of listed species for infection with epizootic haemorrhagic disease virus are slaughtered at the latest within 24 hours of arrival at the slaughterhouse when they come from another Member State and do not fulfil the requirements laid down in Article 10(1), point (f), Article 15(1), point (e), Article 23(1), point (g), Article 26(1), point (g) or Article 29(1), point (f) respectively, for each species concerned.’

The amendments to Article 2, point (12), Part 5 of Annex II and Part 1 of Annex III to Delegated Regulation (EU) 2020/686 by Commission Delegated Regulation (EU) 2023/647 concerning the definition of embryo collection teams, seasonal freedom from infection with epizootic haemorrhagic disease virus (EHDV) and the addition of antibiotics to semen should be reflected in those models.
