“Maidir le Stáit CSTE, chun na leithdháiltí bliantúla astaíochtaí le haghaidh na mblianta ó 2021 go 2030 a leagan amach i dtéarmaí tonaí de choibhéis CO2 mar a shonraítear i míreanna 1 agus 2 den Airteagal seo, beidh bonnbhliain 2005 le haghaidh leithdháileadh astaíochtaí 2030 bunaithe ar an difríocht idir iomlán na n-astaíochtaí gás ceaptha teasa in 2005 de thoradh ar an athbhreithniú cuimsitheach, ina gcaitear le hastaíochtaí CO2 ón eitlíocht mar nialas, agus astaíochtaí do-aistrithe EU ETS 2005 i raon feidhme 2013 ETS mar a thuairiscítear i gCuid B den Fhoscríbhinn a ghabhann leis an gCinneadh ó Chomhchoiste LEE Uimh. 152/2012 an 26 Iúil 2012, arna oiriúnú leis na luachanna maidir le hacmhainneachtaí téimh dhomhanda a ghlactar i ngníomh tarmligthe dá dtagraítear in Airteagal 26(6)(b) de Rialachán (AE) 2018/1999 nó na cinn a shainaithnítear sa Cheathrú Tuarascáil Mheasúnaithe ón bPainéal Idir-Rialtasach ar an Athrú Aeráide go dtí go mbeidh feidhm ag an nGníomh Tarmligthe. Leagtar amach san Aguisín figiúirí astaíochtaí do-aistrithe EU ETS 2005 mar a thuairiscítear sa Chinneadh ó Chomhchoiste LEE Uimh. 152/2012 (AR2) agus na figiúirí céanna le luachanna nuashonraithe le haghaidh acmhainneachtaí téite domhanda (AR4) atá le cur san áireamh chun críche na leithdháiltí bliantúla astaíochtaí a leagan amach le haghaidh na mblianta ó 2021 go 2030 de bhun an Airteagail seo.”
“In respect of the EFTA States, for the purpose of setting out the annual emission allocations for the years from 2021 to 2030 in terms of tonnes of CO2 equivalent as specified in paragraphs 1 and 2 of this Article, the 2005 base year for the emission allocation 2030 will be based on the difference between total greenhouse gas emissions in 2005 resulting from the comprehensive review, which treat CO2 emissions from aviation as zero, and the stationary EU ETS 2005 emissions in 2013 ETS scope as reported in Part B of the Appendix to the Decision of the EEA Joint Committee No 152/2012 of 26 July 2012, adapted with the values for global warming potentials adopted in a delegated act referred to in Article 26(6)(b) of Regulation (EU) 2018/1999 or those identified by the Fourth Assessment Report (AR4) of the Intergovernmental Panel on Climate Change until the delegated act becomes applicable. The stationary EU ETS 2005 emissions figures as reported in the Decision of the EEA Joint Committee No 152/2012 (AR2) and the same figures with updated values for global warming potentials (AR4) to be taken into account for the purpose of setting out the annual emission allocations for the years from 2021 to 2030 pursuant to this Article are set out in the Appendix.”
