    Clár Oibre 2030, mar aon le Comhaontú Pháras a glacadh faoi Chreat-Choinbhinsiún na Náisiún Aontaithe ar an Athrú Aeráide (“Comhaontú Pháras”) agus Clár Oibre Gníomhaíochta Addis Ababa an Tríú Comhdháil Idirnáisiúnta um Maoiniú Forbraíochta (“Clár Oibre Gníomhaíochta Addis Ababa”), is é sin freagairt an chomhphobail idirnáisiúnta ar na dúshláin agus na treochtaí domhanda i ndáil leis an bhforbairt inbhuanaithe.

    The EFSD should be in line with the Union commitment under the Addis Ababa Action Agenda on Financing for Development and the internationally agreed development effectiveness principles, as set out by the Fourth High-Level Forum on Aid Effectiveness in Busan in 2011 (‘Busan Partnership for Effective Development Cooperation’), and reaffirmed at the Second High-Level Meeting of the Global Partnership for Effective Development Cooperation in Nairobi in 2016.

    With the United Nation’s Sustainable Development Goals (‘SDGs’), the Paris Agreement adopted on 12 December 2015 under the United Nations Framework Convention on Climate Change (UNFCCC) (Paris Agreement) and the Addis Ababa Action Agenda – at its core, the 2030 Agenda is a transformative framework to eradicate poverty and achieve sustainable development globally.

    Actions supported under the Instrument should be guided by the principles and objectives set out in the 2030 Agenda, the Paris Agreement and the Addis Ababa Action Agenda and should contribute to achieving the SDGs.

    The implementation of the Instrument should also be guided by the European Consensus on Development of 8 June 2017 (the ‘Consensus’) which provides the framework for a common approach to development cooperation by the Union and its Member States to implement the 2030 Agenda and the Addis Ababa Action Agenda.
