    By Decision 2010/571/EU, the Commission granted, among other things, an exemption for the use of mercury in cold cathode fluorescent lamps and external electrode fluorescent lamps (CCFL and EEFL) for special purposes (‘the exemption’), which is now listed as exemption 3(a), 3(b) and 3(c) in Annex III to Directive 2011/65/EU.

    Although CCFL and EEFL in many applications have been replaced by mercury free substitutes, some applications still require such lamps to ensure their functionality and to avoid a premature generation of electrical and electronic waste.

    Mar thoradh air sin agus chun Rialachán (AE) 2017/852 a ailíniú le Cinneadh MC-4/3, is gá seacht dtáirge ar cuireadh mearcair leo a áireamh i gCuid A d’Iarscríbhinn II a ghabhann leis an Rialachán sin: (i) dlúthshoilse fluaraiseacha a bhfuil ballasta comhtháite iontu (CFL.i) chun críoch soilsithe ghinearálta ≤ 30 vata ina bhfuil cion mearcair nach mó ná 2,5 mg in aghaidh an dóire lampa, (ii) lampaí fluaraiseacha catóide fuaire (CCFLanna) agus lampaí fluaraiseacha leictreoide seachtraí (EEFLanna) den uile fhad le haghaidh taispeántais leictreonacha, (iii) trasduchtóirí brú leáite, tarchuradóirí brú leáite agus braiteoirí brú leáite, (iv) folúschaidéil mearcair, (v) cothromóirí boinn agus meáchain rotha, (vi) scannán agus páipéar fótagrafach agus (vii) tiomántán le haghaidh satailítí agus spásárthaí.

    As a result and in order to align Regulation (EU) 2017/852 with Decision MC-4/3, it is necessary to include seven mercury-added products in Part A of Annex II to that Regulation: (i) compact fluorescent lamps with an integrated ballast (CFL.i) for general lighting purposes that are ≤ 30 watts with a mercury content not exceeding 2,5 mg per lamp burner, (ii) cold cathode fluorescent lamps (CCFL) and external electrode fluorescent lamps (EEFL) of all lengths for electronic displays, (iii) melt pressure transducers, melt pressure transmitters and melt pressure sensors, (iv) mercury vacuum pumps, (v) tyre balancers and wheel weights, (vi) photographic film and paper, and (vii) propellant for satellites and spacecraft.
