Struchtúr an tionscail a bharrfheabhsú. Forbairt chomhordaithe ar dhianphróiseáil táirgí talmhaíochta lena bpróiseáil phríomha agus lena n-úsáid chuimsitheach a eagrú agus a chur chun cinn agus a áirithiú go bhfuil baint acu le tionscail réamhtheachtacha agus iartheachtacha amhail táirgeadh amhábhar sonrach, …. Faireachán agus anailís a dhéanamh go rialta ar leagan amach acmhainneachta táirgeachta dianphróiseála agus úsáid chuimsitheach ar tháirgí talmhaíochta builc, treoir a thabhairt don chlaochlú ar an gcumas táirgthe iomarcach agus dlús a chur le tógáil acmhainneacht táirgthe atá in easnamh, chomh maith le leagan amach an slabhra tionscail a bharrfheabhsú. In addition, the 2018 ‘MOA + 15 administrations’ Notice of Several Policy Measures to Support the High-Quality Development of Agricultural Products’ Deep Processing sets out the following: ‘1. Optimize the industry structure. Organise and promote the coordinated development of the intensive processing of agricultural products with their primary processing and comprehensive use and ensure connexion with upstream and downstream industries such as the production of specific raw materials, …. Regularly monitor and analyse the production capacity layout of intensive processing and comprehensive use of bulk agricultural products, guide the transformation of excess production capacity and accelerate the construction of lacking production capacity, as well as optimize the layout of the industry chain. Increase the added value of corn processing, especially in Northeast China’.
