(2) Whenever and so long as there is an elected President in office, exercising and performing the powers and functions of his office, the following provisions shall have effect, that is to say:—

(2) Whenever and so long as there is an elected President in office exercising and performing the powers and functions of his office, all commissions shall be issued in the form set out in Part I of the First Schedule to this Act.

(2) No such direction as is mentioned in the foregoing sub-section of this section shall be given by the Government while there is an elected President in office without consultation with such President.

(3) Every appointment of a person to the post of secretary to the President shall be made by the Government, but no such appointment shall be made while there is an elected President in office without consultation with such President.

( a ) in case there is an elected President in office exercising and performing the powers and functions of his office, either in the form set out in Part I of the Fifth Schedule to this Act or in the form set out in Part II of the said Schedule and be sealed with the official seal of the President,
