Considering that, under the terms of Article 59 of the Convention for the Protection of Human Rights and Fundamental Freedoms, signed at Rome on 4th November, 1950, the members of the European Commission of Human Rights (hereinafter referred to as " the Commission ") are entitled, during the discharge of their functions, to the privileges and immunities provided for in Article 40 of the Statute of the Council of Europe and in the Agreements made thereunder;

Tar éis don choinbhinsiún seo teacht i bhfeidhm, féadfaidh Coiste Airí Chomhairle na hEorpa a iarraidh ar aon Stát nach ball de Chomhairle na hEorpa aontú don choinbhinsiún seo le cinneadh arna thógáil ag an tromlach dá bhforáiltear in Airteagal 20. d de Reacht Chomhairle na hEorpa agus le vóta d'aontoil na n-ionadaithe de chuid na Stát Conarthach a bheidh i dteideal suí ar an gcoiste.
After the entry into force of this convention, the Committee of Ministers of the Council of Europe may invite any State not a member of the Council of Europe to accede to this convention by a decision taken by the majority provided for in Article 20.d of the Statute of the Council of Europe and by the unanimous vote of the representatives of the Contracting States entitled to sit on the committee.
I gcomhréir le Reacht Chomhairle na hEorpa agus le Treoir Choiste Airí Chomhairle na hEorpa maidir le Nósanna Imeachta agus Modhanna Oibre, tar éis cinneadh ón mBuanchoiste, thiocfadh an comhaontú páirteach méadaithe atáthar a mholadh i bhfeidhm i gcás gach Páirtí sa Chomhaontú sin tar éis do Choiste na nAirí glacadh le tromlach dhá thrian de na hIonadaithe a bhfuil vóta acu agus tromlach na nIonadaithe atá i dteideal suí ar Choiste na nAirí, agus dá éis sin tar éis tairseach na sínitheoirí a bhaint amach.
In accordance with the Statute of the Council of Europe and the Guide of the Committee of Ministers of the Council of Europe on Procedures and Working Methods, following a decision by the Standing Committee, the proposed enlarged partial agreement would come into force for all parties to that agreement after adoption by the Committee of Ministers by a two-thirds majority of the Representatives casting a vote and a majority of the Representatives entitled to sit on the Committee of Ministers and after a threshold of signatories has been achieved.
