Is é is aidhm don oiliúint feabhas a chur ar an acmhainneacht nach ann di go minic chun gnáth-airm aindleathacha a shainaithint agus a rianú, agus le meantóireacht, cuirtear ar chumas fhoireann tionscadail iTrace bearnaí acmhainneachta criticiúla a shainaithint i bhfíor-am agus réitigh a chur in oiriúint láithreach chun aghaidh a thabhairt orthu. Le cláir oiliúna agus meantóireachta iTrace, thairis sin, daingnítear caidrimh idir tionscadal iTrace agus na húdaráis náisiúnta, lena dtugtar rochtain níos fearr dá fhoirne imscrúdaithe allamuigh ar ghnáth-airm a urghabhadh agus a aisghabhadh - agus feabhas á chur, ar an gcaoi sin, ar raon iomlán bhailiúchán, anailísiú agus thuairisciú sonraí iTrace.

Training aims to enhance often non-existent capacity to identify and trace illicit conventional arms, while mentoring allows iTrace project staff to identify critical capacity gaps in real time and immediately tailor solutions to address them. iTrace training and mentoring programmes, moreover, cement relations between the iTrace project and national authorities, allowing its field investigation teams greater access to seized and recovered conventional arms – thereby enhancing the full spectrum of iTrace data gathering, analysis, and reporting.

I ndáil leis an méid sin, leanfaidh Tionscadal iTrace d’fhreagairt go díreach ar an ngníomhaíocht a liostaítear i Straitéis 2018 SALW an Aontais, ina n-iarrtar tacaíocht ón Aontas do ‘painéil de chuid na Náisiún Aontaithe a dhéanann faireachán ar thrádbhacanna arm’ agus go mbreathnófaí ar ‘bealaí chun feabhas a chur ar rochtain ar a gcuid torthaí maidir le hatreorú agus airm thine aindleathacha agus SALW chun críoch rialaithe ar onnmhairiú arm.’ Leis an oiliúint faoi Thionscadal iTrace tógfar ar réimse seirbhísí atá á dtairiscint ag CAR ó 2014 i leith, rud atá ríthábhachtach maidir le tacú le comhpháirtithe áitiúla i stáit atá buailte le coinbhleacht, cabhrú le painéil na Náisiún Aontaithe chomh maith le rochtain níos fearr a fháil ar fhoirne imscrúdaithe iTrace allamuigh.

In this respect, the iTrace Project will continue to respond directly to the action listed in the 2018 EU SALW Strategy, which calls for EU support to ‘UN panels that monitor arms embargoes’ and for consideration of ‘ways of improving access to their findings on diversion and illicit firearms and SALW for arms export control purposes.’ Training under the iTrace Project will build on a range of services offered by CAR since 2014, which has proved critical to supporting local partners in conflict-affected states, aiding UN panels, and also to securing greater access to iTrace field investigation teams.

Leis na cuairteanna rialta a thugann foireann Thionscadal iTrace ar phríomhchathracha na mBallstát, is féidir plé déthaobhach a dhéanamh ar ábhair íogaire (i.e. atreorú iar-onnmhairiúcháin), is féidir leis na Ballstáit ionchur díreach a bheith acu i gceapadh iTrace agus sna torthaí a bhíonn air (treo agus raon feidhme na n-imscrúduithe agus cineálacha tuairiscithe), agus cuidiú le bearta cothaithe muiníne a fhorbairt (i.e. na próisis ‘réamhfhógra’ agus ‘ceart freagartha’ atá in iTrace).

Regular iTrace Project’s Team visits to Member State capitals permit bi-lateral discussions on sensitive subjects (i.e. post-export diversion), allow Member States to input directly into the design of iTrace and its outputs (direction and scope of investigations and types of reporting), and help develop confidence-building measures (i.e. the iTrace ‘advance notification’ and ‘right of reply’ processes).

Faoi na Tionscadail iTrace a bhí ann roimhe seo (I-IV), bhí cuairteanna for-rochtana ríthábhachtach chun tuiscint a fháil ar riachtanais faisnéise na mBallstát, bídís ginearálta (i.e. ‘cad é bhur measúnú ar bhagairtí maidir le hairm ar dhul isteach dóibh i láthair áirithe coinbhleachta armtha’) nó ag baint go sonrach leis an Tionscadal iTrace (i.e. ‘tá clár eolais uainn a thugann foláireamh láithreach faoi gach arm a tháirgtear ar bhonn intíre agus a ndéanann foirne allamuigh iTrace a dhoiciméadú’).

Under past iTrace Projects (I-IV), outreach visits have been critical to understanding Member States’ information requirements, whether of a general nature (i.e. ‘what is your threat assessment regarding weapons entering a particular theatre of armed conflict’) or those that are specific to the iTrace Project (i.e. ‘we need a dashboard that alerts us instantly to every domestically produced weapon that iTrace field teams document’).

Léirigh tionscadail leantacha iTrace (I-IV) go bhfuil ról ríthábhachtach ag rannpháirtíocht idirnáisiúnta for-rochtana agus beartais ó thaobh, ar an gcéad dul síos, an chláir oibre idirnáisiúnta maidir le próisis idirnáisiúnta rialaithe arm a mhúnlú agus, ar an dara dul síos, ó thaobh deiseanna a chruthú le haghaidh comhar le stáit nach Ballstáit den Aontas Eorpach iad tríd an tionscadal iTrace agus trí thionscnaimh rialaithe arm an Aontais i gcoitinne.

Successive iTrace projects (I-IV) have demonstrated that international outreach and policy engagement plays a critical role in 1) shaping the international agenda regarding international arms control processes and 2) generating opportunities for non-EU State cooperation with the iTrace project and EU arms control initiatives more generally.
