    á athdhearbhú go dtacaíonn sí go hiomlán le moltaí an Ombudsman maidir le trédhearcacht phróiseas reachtaíochta na Comhairle tar éis a fhiosrúcháin straitéisigh (Cás OI/2/2017/TE), go háirithe go mbeadh rochtain níos fearr ar sheasaimh na mBallstát, i bhformáid mheaisín-inléite, atá bunaithe cheana féin ag Cúirt Bhreithiúnais an Aontais Eorpaigh in 2013 ina cásdlí maidir le trédhearcacht agus rochtain ar dhoiciméid; á chreidiúint go gcuirfeadh comhlíonadh mholtaí an Ombudsman ar chumas na saoránach a bheith níos rannpháirtí agus tuiscint níos fearr a fháil ar reachtóireacht an Aontais; á chur in iúl gur geal léi na bearta a ghlac an Chomhairle i mí Iúil 2020 chun trédhearcacht reachtach a neartú i gcomhréir le moltaí an Ombudsman, lena n-áirítear foilsiú réamhghníomhach tuarascálacha ar dhul chun cinn maidir le caibidlíochtaí ar dhréachtghníomhartha reachtacha chomh maith le sainordú na Comhairle don chaibidlíocht leis an bParlaimint; á chur in iúl gur oth léi, áfach, go bhfuil an próiseas cinnteoireachta sa Chomhairle fós i bhfad ó bheith go hiomlán trédhearcach; á iarraidh ar an gComhairle gach beart is gá a dhéanamh chun moltaí an Ombudsman agus rialuithe ábhartha Chúirt Bhreithiúnais an Aontais Eorpaigh a chur chun feidhme;

    Reiterates its full endorsement of the Ombudsman’s recommendations on transparency of the Council legislative process following its strategic inquiry (Case OI/2/2017/TE), in particular making the Member States’ positions more accessible, in a machine-readable format, which has already been established in 2013 by the Court of Justice of the European Union in its case-law on transparency and access to documents; believes that compliance with the Ombudsman’s recommendations would enable citizens to be more involved and to better understand Union law making; welcomes the measures adopted by the Council in July 2020 to strengthen legislative transparency in line with the Ombudsman’s recommendations, including the proactive publication of progress reports on negotiations on draft legislative acts as well as the Council mandate for negotiations with Parliament; regrets, however, that the decision-making process in the Council is still far from fully transparent; calls on the Council to take all the necessary measures to implement the Ombudsman’s recommendations and the relevant rulings of the Court of Justice of the European Union;
