Notes that the Institute implemented extensively its work programme in 2021, although some delays occurred due to the late adoption of Council Regulation (EU, Euratom) 2020/2093 and Regulation (EU) 2021/695 of the European Parliament and of the Council; notes that some priorities were postponed to 2022, namely monitoring strategy and transition to eGrants, due to the Institute’s insufficient human resources; notes, among the Institute’s main achievements in 2021, the launch of its ‘HEI Initiative: Innovation Capacity Building for Higher Education’, which represents a key objective of the SIA 2021-2027; appreciates that the average time-to-grant has improved from 187 days to 117 days;

"The Commission strongly regrets the inclusion of article 18 introducing the examination procedure referred to in Article 5 of Regulation (EU) No 182/2011 for the granting of Union financial assistance to the projects or parts of projects selected following every call for proposals on the basis of the multiannual or annual work programmes referred to in article 17 of the Connecting Europe Facility Regulation. The Commission recalls that it did not propose this procedure in any of the sectoral MFF acts. This was intended to simplify the MFF programmes to the benefit of the recipients of EU funding. The approval of grant decisions without committee scrutiny would accelerate the procedure reducing the time-to-grant for project promoters and avoiding unnecessary red tape and costs. Moreover, the Commission recalls that the taking of grant decisions is part of its institutional prerogative relating to the execution of the budget and therefore should not be adopted through comitology. The Commission also considers that this inclusion cannot serve as a precedent for other funding instruments because of the particular nature of the infrastructure projects in terms of impact on the territory of the Member States."

Notes that, in 2020, the Joint Undertaking’s efficient performance in core operations was confirmed, continuing the positive trends observed in previous years: Time To Inform (TTI) for applicants of the 2020 call was met in January 2021, at 137 days against a target of 153 days; Time To Grant (TTG) for retained projects under the 2019 call was 237 days on average against the target of 245 days (96 % on time); notes, moreover, that all Grant Agreements were signed on time except one, which was delayed because of changes in the consortium and COVID-19-related restrictions; notes that Time To Pay (TTP) for pre-financing for retained projects from the 2019 call was 12 days on average against the target of 30 days (100 % on time); notes that TTP for periodic payments was 72 days on average against the target of 90 days (93 % on time);

Is pleased that, in 2021, the CBE Joint Undertaking’s efficient performance in core operations continued in respect of the main KPIs of Horizon 2020 on which the CBE Joint Undertaking is monitored, confirming the positive trends observed in previous years: time to inform (TTI) applicants of call 2020 was met in January 2021, at 137 days against a target of 153 days (100 % on time); time to grant (TTG) for retained proposals of call 2020 was on average 236 days against the target of 245 days and all grant agreements were signed on time (100 % on time); time to amend (TTA) was nine days against the target of 45 days (100 % on time); time to pay (TTP) for pre-financing of retained proposals from Call 2020 was 9,5 days on average against the target of 30 days (100 % on time) and for interim and final payments was 66 days on average against the target of 90 days (100 % on time);
