Maidir le leas thomhaltóirí an Aontais, cé nár easaontaíodh go mbíonn boilsciú agus costais mhaireachtála mhéadaithe rompu, is deacair a fheiceáil conas a bhraithfidís tionchar na dleachta frithdhumpála i gcás ina dtitfeadh an praghas amhábhar do phacáistíocht TPE nó i gcás, mar a d’áitigh úsáideoirí TPE, nach bhfuil siad ábalta aon mhéaduithe ar phraghsanna a chur ar aghaidh, lena n-áirítear méadú hipitéiseach arna spreagadh mar gheall ar dhleacht frithdhumpála a ghearradh ar na ceannaitheoirí, amhail slabhraí miondíola.

Regarding the interest of the Union consumers, while it was not contested that they are faced with inflation and increased costs of living, it is difficult to see how they would feel the impact of the anti-dumping duty either in a situation where the raw material price for PET packaging drops or where, as the PET users argued, the latter is unable to pass on any price increases, including a hypothetical increase driven by the imposition of an anti-dumping duty) on the buyers, such as retail chains.

Luaigh an Comhlachas Cruach Domhanda, ina Short Range Outlook i mí Dheireadh Fómhair 2022 ‘gur fhulaing téarnamh an éilimh chruach i ngeilleagair fhorbartha céim ar gcúl in 2022 de bharr boilsciú leanúnach agus scrogaill mharthanacha ar thaobh an tsoláthair. Ghéaraigh an cogadh san Úcráin boilsciú agus fadhbanna a bhaineann leis an slabhra soláthair. Go háirithe, tá tosca eacnamaíocha tubaisteacha roimh an Aontas de bharr boilsciú ard agus na géarchéime fuinnimh. Tá maoithneachas ag dul i léig agus gníomhaíochtaí tionsclaíocha ag fuarú go géar i dtreo laghdaithe fad is atá monarchana ag dúnadh de bharr praghsanna arda fuinnimh.’ Ina ionchas is déanaí i mí Aibreáin 2023, luaigh an Comhlachas Cruach Domhanda ‘cé gur tháinig fás 3.5% ar gheilleagar an AE in 2022, ag seachaint cúlú eacnamaíochta, d’fhulaing gníomhaíochtaí tionsclaíocha go mór ó chostais arda fuinnimh a bhí mar chúis le cúngú suntasach ar an éileamh ar chruach in 2022. In 2023, beidh tionchar fós ag cogadh, ag fadhbanna eile a bhaineann leis an slabhra soláthair, agus ag géarú leanúnach airgeadaíochta ar thionscal cruach an Aontais. In 2024, meastar go dtiocfaidh éileamh chuige féin go láidir toisc go meastar go dtiocfaidh maolú ar thionchar chogadh na hÚcráine agus nach gcuirfear isteach chomh mór sin ar an slabhra soláthair. Tá an t-ionchas faoi réir éiginnteacht leanúnach, áfach’.

The World Steel Association, in its Short Range Outlook of October 2022 stated “Steel demand recovery in developed economies saw a major setback in 2022 due to sustained inflation and lasting supply side bottlenecks. The war in Ukraine has provided further impetus to inflation and supply chain issues. In particular, the EU is facing dire economic conditions with high inflation and the energy crisis. Sentiment is dwindling and industrial activities are cooling sharply toward a decline as high energy prices are forcing factory shutdowns.” In its latest outlook of April 2023, the World Steel Association noted that “while the EU economy grew by 3.5% in 2022, avoiding recession, industrial activities suffered significantly from high energy costs that led to a sizable contraction in steel demand in 2022. In 2023, the EU steel industry will continue to feel the impact of war, other supply chain-related issues, and continued monetary tightening. In 2024, demand is expected to see a visible rebound as the impact of the Ukraine war and supply chain disruptions are expected to dissipate. However, the outlook is subject to persisting uncertainty”.
