59.—(1) This section applies when a maintenance debtor is in the service of the State, a local authority within the meaning of the Local Government Act 1941, a harbour authority within the meaning of the Harbours Acts 1946 to 2005, the Health Service Executive, a vocational education committee established by the Vocational Education Act 1930, a committee of agriculture established by the Agriculture Act 1931, or another body if his or her earnings are paid directly out of moneys paid by the Oireachtas or from the Central Fund, or is a member of either House of the Oireachtas.

— Section 12 of the Local Elections and Meetings (Postponement) Act, 1931 (No. 17 of 1931), is hereby repealed and in lieu thereof it is hereby enacted for the purposes of the Vocational Education Act, 1930 (No. 29 of 1930), that, in relation to every council of a county, county borough or urban district and every vocational education committee, the year in which the day appointed under this Act for the holding of an election of members of such council occurs shall be an election year and every third successive year after that year shall also be all election year.

(1) The rateable value of the area of charge at the commencement of the local financial year 1950-51 shall be the rateable value by reference to which the minimum and maximum amounts of the annual local contribution payable to the City of Limerick Vocational Education Committee and the County Limerick Vocational Education Committee pursuant to section 43 of the Vocational Education Act, 1930 (No. 29 of 1930) in respect of the said local financial year by the Corporation and the County Council respectively shall be calculated.

(4) The year 1999 and every year thereafter which is a year in which local elections are held shall be an election year for the purposes of the Vocational Education Acts, 1930 to 1993, and the term of office of those members of a vocational education committee who are elected by a local authority referred to in subsection (1) in the year 1994 shall terminate in the year 1999 so as to be in accordance with this subsection and section 10 (3) of the Vocational Education Act, 1930 .

(5) The term of office of the members of a vocational education committee, other than those members referred to in section 16, current on the commencement of section 10 of the Local Government Act, 1998 , shall stand extended so as to terminate in the year 1999 and be in accordance with this section and section 10 (3) of the Vocational Education Act, 1930 .".

(3) Section 50 of the Act of 1925 shall not apply in respect of vocational education committees and their servants referred to in subsection (2) of this section, and in lieu thereof it is hereby enacted that every sum payable under Part IV of the Act of 1925 as applied by this section in respect of an allowance or gratuity granted thereunder to a person who was previously a servant of a vocational education committee shall be paid by the local authority who under the Vocational Education Act, 1930 (No. 29 of 1930), pays the annual local contribution to the expenses of such committee and shall be raised by means of the same rate and be paid out of the same fund and be charged on the same area as such annual local contribution is raised by means of, paid out of and charged upon, but no such sum shall be reckoned for the purposes of any enactment limiting the amount of such rate.
