I gcás ina mbunófar clár oibríochtúil nua den sórt sin, ní fhéadfaidh na Ballstáit ach údaráis atá ainmnithe cheana faoi chláir oibríochtúla reatha a fhaigheann tacaíocht ó CFRE, ó ESF agus ón gCiste Comhtháthaithe a shainaithint chun críocha phointe (a) d'Airteagal 96(5).
Where such a new operational programme is established, only authorities already designated under ongoing operational programmes supported by the ERDF, the ESF and the Cohesion Fund may be identified by the Member States for the purposes of point (a) of Article 96(5).

The Seal of Excellence label recognises the quality of the proposal and simplifies the search for alternative financing under the European Regional Development Fund established by a Regulation of the European Parliament and of the Council on the European Regional Development Fund and on the Cohesion Fund (the ‘European Regional Development Fund’) or the European Social Fund Plus established by a Regulation of the European Parliament and of the Council on the European Social Fund Plus (ESF+) (the ‘European Social Fund Plus’).
