Il a pour objectif d'aider les pays en développement à réduire la pauvreté en les aidant à obtenir des revenus par le biais du commerce international grâce à des préférences tarifaires. Le traitement préférentiel peut prendre la forme de droits à l'importation faibles ou nuls.
