- Comment "L’ECRI a été établie par le premier Sommet des chefs d’Etat et de gouvernement des Etats membres du Conseil de l'Europe. La décision est contenue dans la Déclaration de Vienne, adoptée le 9 octobre 1993 par ce même sommet. Le 2ème Sommet, tenu à Strasbourg les 10 - 11 octobre 1997 a renforcé l’action de l’ECRI, et le 13 juin 2002, le Comité des Ministres a adopté un Statut autonome pour l’ECRI, consolidant ainsi son rôle d’instance indépendante de monitoring dans le domaine des droits de l’homme."
