Subject to Regulation 41 (6) of these Regulations, when the address of delivery of a telegram is not within the limits of free delivery, and the sender does not direct that the telegram shall be delivered by post, the telegram shall, in the absence of some other special agreement with either the sender or the addressee, be delivered by special messenger.
