    en
Definition a professional or voluntary worker or young adult within a youth organisation, network, town hall, youth centre, church, or any other youth structure, who contributes to the development of young people Reference "Council-EN, based on Commission Communication: An EU Strategy for Youth – Investing and Empowering A renewed open method of coordination to address youth challenges and opportunities COM(2009) 200 final CELEX:52009DC0200"
Comment "NB: The French term ""animateur"" is well established, while the English term ""socio-educational instructor"" is used in the TFEU but in the UK people working in this area are known as specific types of ""community workers"", (e.g. community arts workers), or ""youth workers and youth leaders"". In French, an ""animateur"" is a person in the field of education, social work or community development who works to stimulate people by educational, cultural or sporting activities to awareness of their own needs as a group so that they define the nature of the needs, determine the means to satisfy them and act to do so REF: Council-EN, based (inter alia) on the 1979 UNESCO Terminology of Adult Education > entry for ""animateur"" http://unesdoc.unesco.org/images/0003/000322/032265mo.pdf [09.02.2012] and on job descriptions on the UK Directgov website https://nextstep.direct.gov.uk/planningyourcareer/jobprofiles/Pages/JobProfileSearchResults.aspx?k=community%20worker&s=JobProfiles&v=relevance [09.02.2012]; the 1979 UNESCO Terminology of Adult Education > entry for ""animation"" http://unesdoc.unesco.org/images/0003/000322/032265mo.pdf [09.02.2012]; Resolution of the Council and of the Representatives of the Governments of the Member States, meeting within the Council, on youth work, November 2010 http://www.consilium.europa.eu/uedocs/cms_data/docs/pressdata/en/educ/117874.pdf [09.02.2012].
