At the intermediate level, regions are sub-divided into either unitary authorities or counties (IATE:3552794 ), the difference being that the former are local government areas which have a single local authority, whilst the latter have a two-tier structure of county councils and district (or borough) councils. There are currently 56 unitary authorities in England.
