    Comment On peut faire remonter l’accès aux marchés en franchise de droits et sans contingent (FDSC) pour les pays les moins avancés (PMA) aux Objectifs du Millénaire pour le développement (OMD) adoptés en l’an 2000. L’OMD 8, en particulier, appelait à un partenariat global pour le développement, notamment par le biais d’un système commercial permettant « l’admission en franchise et hors contingents des produits exportés par les pays les moins avancés ». Cette responsabilité s’est alors vue officiellement endossée par l’Organisation mondiale du commerce (OMC), en 2001, dans le cadre de l’adoption du Programme de développement de Doha (PDD).
