    Comment "Onze pays des Balkans et de l'ancienne Union soviétique - Albanie, Arménie, Azerbaïdjan, Bulgarie, Géorgie, Grèce, Moldavie, Roumanie, Russie, Turquie, Ukraine - ont signé à Istanbul, le 25 juin 1992, la déclaration de coopération économique de la mer Noire. Au sommet de Yalta du 5 juin 1998, ces pays ont signé une Charte remplaçant la déclaration d'Istanbul et dont l'entrée en vigueur a marqué la naissance de l'Organisation de coopération économique de la mer Noire, le 1er mai 1999.
