    Comment "Legally these are two meetings, since the EU-GCC Joint Council was established in the 1988 EU-GCC Agreement and meetings of the Joint Council are held under Article 14 of that Agreement, whilst the Ministerial meeting deals with foreign policy, which falls outside the remit established by the agreement. The two meetings take place at the same time, with the same participants."

    Comment "Juridiquement, il s'agit en fait de deux réunions:- le Conseil conjoint UE-CCG a été établi par l'accord de coopération UE-CCG de 1988 et s'occupe de domaines relevant de la compétence de la CE (à l'époque). - la réunion ministérielle traite de politique étrangère, laquelle n'entre pas dans le champ couvert par l'accord de coopération. Les deux réunions ont lieu en même temps, avec les mêmes participants."
