    Comment In the run-up to the proposal for a new Multiannual Financial Framework 2021-2027, the concept and design features of a stabilisation function based on the logic of a European Investment Protection Scheme were further developed in the Commission's Communication on new budgetary instruments: a Member State facing a large asymmetric shock would receive, subject to strict eligibility criteria, mixed support based on loans and budget support (grants) through a dedicated vehicle bringing EU public finances together.
