Ba cheart na cumhachtaí riachtanacha seo a leanas, go háirithe, a chur ar iontaoibh an Bhoird Bainistíochta: an buiséad a shocrú, cur i bhfeidhm an bhuiséid a fhíorú, rialacha iomchuí airgeadais agus clársceidealú ilbhliantúil agus cláir oibre bhliantúla CEPOL a ghlacadh, nósanna imeachta trédhearcacha oibre a bhunú don chinnteoireacht arna déanamh ag CEPOL, an Stiúrthóir Feidhmiúcháin a cheapadh, táscairí feidhmíochta a bhunú agus cumhachtaí údaráis ceapacháin a fheidhmiú, i gcomhréir le Rialacháin Foirne Oifigigh an Aontais Eorpaigh (na “Rialacháin Foirne”) agus Coinníollacha Fostaíochta Sheirbhísigh Eile an Aontais Eorpaigh (na “Coinníollacha Fostaíochta Seirbhíseach Eile”), arna leagan síos le Rialachán (CEE, Euratom, ECSC) Uimh. 259/68 ón gComhairle [3].
The Management Board should be entrusted with the necessary powers, in particular the power to establish the budget, to verify its execution, to adopt appropriate financial rules and CEPOL's multi-annual programming and annual work programmes, to establish transparent working procedures for CEPOL's decision making, to appoint the Executive Director, to establish performance indicators and to exercise appointing authority powers, in accordance with the Staff Regulations of Officials of the European Union (the ‘Staff Regulations’) and the Conditions of Employment of Other Servants of the European Union (the ‘Conditions of Employment of Other Servants’) laid down in Council Regulation (EEC, Euratom, ECSC) No 259/68 [3].
