( b ) the construction of embankments to enclose an area of approximately 2.9 hectares south of the quay referred to in sub-paragraph (a) of this paragraph as shown coloured red on the drawing and the raising to a level of approximately 5.79 metres Port Datum of the said area of approximately 2.9 hectares by the deposit of dredged materials or dry filling therein;
