    Definition an international financial institution and a body of the European Union established in 1994 as part of the EIB Group, with as central mission to support Europe's small and medium-sized businesses (SMEs) by helping them to access finance. It is part of the EIB Group, of which the EIB is the majority shareholder with the remaining equity held by the European Union (represented by the European Commission) and other European private and public bodies. The EIF designs and develops venture and growth capital, guarantees and microfinance instruments which specifically target this market segment. In this role, EIF fosters EU objectives in support of innovation, research and development, entrepreneurship, growth, and employment. EIF conducts its activity within the European Union and in countries which are candidates and potential candidates to the European Union and in EFTA countries. Was established by the Decision, dated 25 May 1994, of the Board of Governors of the Bank, adopted following the Act of 25 March 1993 amending the Protocol on the Statute of the EIB empowering the Governors to establish a European Investment Fund (OJEC No L 173 of 7 July 1994).
