    Definition "The Consensus sets minimum allowable interest rates for officially supported export credits. For currencies with market interest rates below the Consensus minimums (low interest rate currencies, LICRs), market-related ""commercial interest reference rates""(CIRRs) serve as the minimum allowable lending rates. In principle, these CIRRs are constructed using government long-term bond yields as base rates and adding bank and other margins, reflecting the assumed refinancing cost of a prime commercial borrower in the market concerned .
