Those existing workers who have already completed 5 years service who do not offer themselves or pass this assessment shall proceed to the top rate in 2 equal phases — the first phase 6 months from the date of the ERO or the date on which they started their 4 years, whichever is the earlier and the 2nd phase 6 months later.
