    Comment Not yet in force (6.2.07) because only 14 States out of the 20 needed have deposited their instruments of ratification.The Council of Europe had also prepared a draft convention on the same matter in 1988. A Recommendation (No 848) on the same subject had appeared in 1978. The Council of Europe's draft has not been adopted.
