- Comment The system functions in four steps:1. scans for high risk and deteriorating situations globally combining a quantitative index developed by the European Commission Joint Research Centre and qualitative input from an EU staff review and expert country analysis2. identifies 'at risk' countries that require further EU analysis and action 3. performs analysis in order to combine input from EU staff in the field and headquarters4. monitors the resulting actions in terms of their impact on the identified conflict risks or peacebuilding opportunities and feeds into the next cycle of assessment and analysis
