- Context Emplyment permits. A permit granted by the Minister is a prerequisite for a non-national to be in employment in the State: Employment permits Act 2003 S 2 (as amended by the Employment Permits Act 2006 s 2). It is an offence (i) for a person to employ a non-national in the State except in accordance with an employment permit, and (ii) for a non-national to enter the service of an employer in the State, except in accordance with an employment permit. This does not apply to a person who is entitled to enter the State and to be in employment in the State pursuant to the treaties governing the European Communities ...
