- Definition Wirkstoffe und Zubereitungen, die einen oder mehrere Wirkstoffe enthalten, in der Form, in welcher sie an den Anwender geliefert werden, und die dazu bestimmt sind, 1) Pflanzen und Pflanzenerzeugnisse vor Schadorganismen zu schützen oder ihrer Einwirkung vorzubeugen, insoweit diese Stoffe oder Zubereitungen im Folgenden nicht anders definiert werden 2) in einer anderen Weise als ein Nährstoff die Lebensvorgänge von Pflanzen zu beeinflussen (z. B. Wachstumsregler) 3) Pflanzenerzeugnisse zu konservieren, soweit solche Stoffe oder Zubereitungen nicht besonderen Vorschriften des Rates oder der Kommission über konservierende Stoffe unterliegen 4) unerwünschte Pflanzen zu vernichten oder 5) Pflanzenteile zu vernichten oder ein unerwünschtes Wachstum von Pflanzen zu hemmen bzw. einem solchen Wachstum vorzubeugen. Nach Artikel 15 Absatz 1 der REACH-Verordnung gilt die REACH-Registrierung von Wirkstoffen, die als Pflanzenschutzmittel verwendet und reguliert werden, bereits als abgeschlossen.
