    Comment "Often the sponsor backs local forces or uses militias and mercenaries to avoid direct involvement. The hierarchy is often referred to as between a 'sponsor' and 'proxy'. Although proxy forces have typically been understood as military forces being used by a state sponsor outside its conventional armed or security forces, some non-state actors now also play sponsorship roles. The term ‘proxies’ can also be used to refer to people in positions of power or influence acting in the interests of the sponsor, as in, for instance, the 'Russian Elites, Proxies, and Oligarchs Task Force'."
