Definition process in which members of a community decide directly how to spend part of a public budget Reference "COM-EN, based on: - Participatory budgeting An innovative approach, European Parliament briefing, January 2016 http://www.europarl.europa.eu/RegData/etudes/BRIE/2016/573894/EPRS_BRI(2016)573894_EN.pdf - Participatory Budgeting, edited by Anwar Shah, World Bank, 2007 http://siteresources.worldbank.org/PSGLP/Resources/ParticipatoryBudgeting.pdf [18.05.2016]"
Comment Note: The practice emerged in Latin America in the 1980s. The European Union and World Bank now encourage the use of participatory budgeting among governments and sub-national authorities. Participatory budgeting does not mean that communities have sole decision-making power. Often, civil society communities and public administrators jointly determine spending priorities, through 'co-decision' measures.
