- Comment The purpose is to aid the conservation of a given species while providing flexibility within the landing obligation to account for unpredictable and unavoidable catches of that species, whilst minimising the risk of creating a ‘choke’ species. By promoting the avoidance of the species in question, the project seeks to reduce by-catch levels and subsequent dead discards and therefore the potential to reduce overall fishing induced mortality of the species.
