    Comment "Directive governing the provision of investment services in financial instruments by banks and investment firms and the operation of traditional stock exchanges and alternative trading venues that came into effect on 1 November 2007, replacing the Investment Services Directive (ISD) [ IATE:869329 ] The aim of the ISD was to set out basic high-level provisions governing the organisational and conduct-of-business requirements that should apply to firms. It also aimed to harmonise certain conditions governing the operation of regulated markets. MiFID has the same basic purpose, but it makes significant changes to the regulatory framework to reflect developments in financial services and markets since the ISD was implemented. MiFID has been partly recast as Directive 2014/65/EU of the European Parliament and of the Council of 15 May 2014 on markets in financial instruments and amending Directive 2002/92/EC and Directive 2011/61/EU (MiFID 2, IATE:3568318 ) and partly replaced by Regulation (EU) No 600/2014 of the European Parliament and the Council of 15 May 2014 on markets in financial instruments and amending Regulation (EU) No 648/2012 (Regulation on markets in financial instruments, MiFIR, IATE:3544370 ). MiFID 2 and MiFIR are referred to collectively as the MiFID II package ( IATE:3568320 ). The Members States are required to adopt and publish the measures necessary to comply with MiFID 2 by 3 July 2016, and to apply them from 3 January 2017 (on which date MiFID 1 is accordingly repealed). MiFIR also applies from 3 January 2017. However, on 10 February 2016 the Commission proposed to the European Parliament and the Council that the application of both MiFID 2 and MiFIR be postponed by one year, until 3 January 2018.
