- Comment "Negotiations take place in intergovernmental conferences between the governments of the EU countries and that of the candidate country. They help candidate countries to prepare for EU membership as well as allow the EU to prepare itself for enlargement in terms of absorption capacity.On a practical level, the body of EU legislation (the 'acquis') is divided into 35 chapters (by policy). The Council decides unanimously whether to open each chapter.When negotiations on all chapters are completed, the terms and conditions - including possible safeguard clauses and transitional arrangements - are incorporated in an accession treaty. This treaty needs the European Parliament's consent and the Council's unanimous approval. All contracting states then ratify it in line with their own constitutional rules. - Comment Les négociations ont lieu au sein de Conférences intergouvernementales entre les gouvernements des États membres de l’UE et celui du pays candidat. Les négociations visent à aider les pays candidats à se préparer en vue de l’adhésion à l’UE.Lorsque les négociations sur tous les domaines politiques sont terminées, et que l’UE estime qu’elle est bien préparée à l’élargissement en termes de capacité d’absorption, les modalités, y compris d’éventuelles clauses de sauvegarde et mesures transitoires, sont incorporées dans un traité d’adhésion. Ce traité est soumis à l’avis conforme du Parlement européen et à l’approbation unanime du Conseil, avant que les États membres de l’UE et le pays candidat à l’adhésion ne le signent. Les parties contractantes doivent ensuite le ratifier dans le respect de leurs propres règles constitutionnelles.
