- Comhthéacs Emplyment permits. A permit granted by the Minister is a prerequisite for a non-national to be in employment in the State: Employment permits Act 2003 S 2 (as amended by the Employment Permits Act 2006 s 2). It is an offence (i) for a person to employ a non-national in the State except in accordance with an employment permit, and (ii) for a non-national to enter the service of an employer in the State, except in accordance with an employment permit. This does not apply to a person who is entitled to enter the State and to be in employment in the State pursuant to the treaties governing the European Communities ... The requirement for employment permits does not apply to nationals of EU Accession States after enlargement, but does however apply to Bulgaria and Romania: Employment Permits Act 2006 S 3.
