- Definition The obligation to communicate all available information to other authorities. It is no longer possible to withhold information, e.g. on grounds of national security. Designed to introduce a new form of cooperation in criminal matters which did not previously exist. This new legal concept concerns law enforcement authorities in one Member State granting access to the information they hold to authorities in other Member States for the purpose of prevention, detection and investigation of criminal offences.
