- Comment This is one of the two "headline indicators" (the other is the R&D investment target) developed by the Commission, at the Council's request, for measuring progress towards the Innovation Union IATE:3517490 . It is a composite index, quantifying four dimensions of innovation output: patents, skills, trade in knowledge-intensive goods and services, and employment in fast-growing firms. It should not be confused with the broader set of indicators used to produce the Innovation Union Scoreboard IATE:3528808 , which is a parallel arrangement for monitoring innovation.
