- Comment During the interim period between formal conclusion of accession negotiations and entry into force of an accession treaty, consultation between the acceding State and the Union takes place as soon as the preparatory work carried out at Union level with a view to the adoption of decisions by the Council has produced common guidelines enabling such consultations to be usefully arranged.With regard to Croatia, this stage is when the draft act in question is ready for adoption or when it is the subject of a political agreement embodied in a document which is intended for finalisation at a later stage of proceedings.Arrangements for consultation of Croatia in the interim period are set out in Council documents ST 13734/11 and SN 3827/11 (not available on-line).
