    Comment La directive 2001/55/CE avait été adoptée après le conflit en ex-Yougoslavie, lorsque, pour la première fois depuis la Seconde Guerre mondiale, l’Europe avait été confrontée à des déplacements massifs de personnes à travers l’Europe, consécutifs à un conflit européen. Elle a été spécialement conçue pour contribuer à un équilibre entre les efforts consentis pour gérer en commun les déplacements intra-européens, en octroyant une protection immédiate aux personnes qui fuient la guerre, et éviter ainsi de submerger les régimes d’asile des États membres.
