- Definition A committee consisting of the Attorney General and six prominent citizens of Uganda, on whose advice, under Article 121 of the Ugandan Constitution, the President may: (a) grant to any person convicted of an offence a pardon either free or subject to lawful conditions; (b) grant to a person a respite, either indefinite or for a specified period, from the execution of punishment imposed on him or her for an offence; (c) substitute a less severe form of punishment for a punishment imposed on a person for an offence; or (d) remit the whole or part of a punishment imposed on a person or of a penalty or forfeiture otherwise due to Government on account of any offence. - Definition Le Comité consultatif sur l’exercice du droit de grâce est chargé de conseiller le président avant qu’il n’exerce ce droit. Souvent réuni en présence du président, le Comité le conseille sur la question de savoir si la sentence de mort pesant sur certains condamnés mérite d’être levée, laissant ensuite cette décision à la discrétion du président.
