- Comment In the Council's February MFF negotiating box (11.2.2020), the proposed budgetary instrument for convergence and competitiveness and Convergence and Reform Instrument replaced the reform delivery tool and the convergence facility initially proposed by the Commission.1The proposal in which it featured (Proposal for a Regulation on the establishment of the Reform Support Programme) was withdrawn by the Commission in May 2020.2
