Comment "Following recent changes in the legislation, the term “civil partnership” now covers both same-sex and opposite-sex couples, and therefore presents the same characteristics as “pacte civil de solidarité”.In the UK system, the right to form a civil partnership has been extended to opposite-sex couples: - in England and Wales by the Civil Partnership (Opposite-sex Couples) Regulations 2019 (SI 2019/1458), - in Scotland by the Civil Partnership (Scotland) Act 2020 - in Northern Ireland by The Marriage (Same-sex Couples) and Civil Partnership (Opposite-sex Couples) (Northern Ireland) Regulations 2019. In Ireland, before the Marriage Act 2015, only same-sex couples could register a civil partnership. The Marriage Act having extended to same-sex couples the right to marry, it is no longer possible for any couple to form a civil partnership. Now, under Irish law, two people can obtain legal recognition of their relationship only by entering into marriage. Only same-sex couples that have registered their civil partnership under the Civil Partnership and Certain Rights and Obligations of Cohabitants Act 2010 and did not choose the possibility to enter into marriage following the Marriage Act can maintain this status.In France, a ""pacte civil de solidarité"" or ""PACS"" is an agreement between two adults, who may be of the same sex or of opposite sexes, to formalise their lives together. It has been open to persons of opposite sexes since 1999, i.e. before the change of legislation in the UK."
